Some of that is because people blend two very different measurements: the statutory window an agency has to act on a complete application, and the end-to-end calendar time from your first phone call to a finished, inspected unit. This guide separates them, walks through each phase in order, and names the specific things that actually add weeks.

Phase 1 — Feasibility

Nothing should be designed before feasibility is settled. Phase 2 — Design and engineering

Consultant coordination is the variable here. A set where the structural and energy documents match the architecture sails through review far more often than one assembled piecemeal.

Phase 6 — Construction and inspections

Construction proceeds through inspection milestones.
