LA County planning & permits — who actually controls your project

Every incorporated city in LA County has its own planning and building department, and their own ADU rules on top of California state law. The City of Los Angeles (LADBS) is only one of those departments — homeowners in Beverly Hills, Culver City, Santa Monica, Pasadena, Long Beach, and dozens of other cities go through those cities' departments, not LADBS.

For parcels in unincorporated Los Angeles County, LA County Public Works and LA County Planning are the reviewing agencies. We identify the correct department during feasibility and align design, Title 24, and site work with their specific submittal requirements.

How long does a typical LA County ADU take?+

Timelines vary widely with jurisdiction, site conditions, and utility work. Design and permitting typically run several months, and on-site construction runs several months more. Hillside and coastal parcels add time.

Do you handle hillside and Very High Fire Hazard Severity Zone projects?+

Yes. Hillside lots and Very High Fire Hazard Severity Zones require additional design coordination around fire access, materials, and grading. We plan for these constraints during feasibility rather than after design.
